Victor is a native Virginian. His passion for education stems from his work examining the educational losses of foster youth who transition from community to community. During these experiences, his eyes were opened to broader multifaceted issues within the education and social justice landscape of his state and country. Destined to make a change, he became a 2014 Teach for America Corps Member in the Las Vegas Valley region. Victor holds an undergraduate degree in Business Administration from Virginia State University, a Masters of Public Administration from Virginia Commonwealth University, and a Masters of Education with a concentration in Public School Leadership from Columbia University.
